The Commission on Accreditation of Rehabilitation Facilities (CARF) identifies a partial hospitalization b/b> as:

"time-limited, medically supervised programs offering comprehensive clinical, intensive, coordinated, and structured services Partial inpatient programs are available at least five days per week, but may also offer a half day, weekend or curfew. Partial hospitalization may be a freestanding or part of a wider system but should be identified as a separate and separate unit.

The inpatient program consists in part from a series of structured face-to-face therapy sessions held at various levels of intensity and frequency. Partial inpatient care programs are usually designed for people who have symptomatology, behavioral disorders, or other conditions that adversely affect the mental health or behavior of the person being served. The program should be able to address problems that arise in settings that are not residential or hospitalized. Given this, the people who are served in partial hospitalization do not pose a direct risk to themselves or others. Service is provided for the purpose of diagnostic evaluation; active care of one's condition; or to prevent recurrence, hospitalization, or custody. Such a program serves as an alternative to inpatient care, as transitional care after inpatients as a substitute for advanced hospitalization, as a step-down service, or when the severity of symptoms is such that success in less acute care levels is tenuous. "

Medicare Part B will potentially replace this service if there is an agreement between PHP and the referring doctor. The Office of the Inspector General in the United States of America (USA) issued a report outlining nine characteristics of questionable billing in PHP based on past input from the Medicare Center & Medicaid Services Staff (CMS). Data is used from Medicare claims between 2009 and 2010 and comes from the National Claims History File. The first sentence of each of the nine characteristics:

1. Beneficiaries who only accept group psychotherapy during their PHP participation.

2. Beneficiaries not referred to PHP by health care facilities.

3. Beneficiaries that are not evaluated by doctors during their PHP participation.

4. Beneficiaries without a mental health diagnosis a year before participating in PHP.

5. Beneficiaries who participate in PHP at CMHC outside their community.

6. Beneficiaries who participate in PHP in more than one CMHC.

7. Beneficiaries with cognitive impairment who participate in PHP.

8. Beneficiaries with long duration of PHP participation.

9. Beneficiaries received back to inpatient care.

Reports that write these nine characteristics are also determined if the percentage of Community Mental Health Centers with questionable billing changes based on whether the country has a 'license or certification requirement'.
