The Minimum Data Set ( MDS ) is part of the US federal mandate process for clinical assessment of all residents of a Medicare or Medicaid certified orphanage. This process provides a comprehensive assessment of the functional capabilities of each resident and helps nursing home staff identify health problems.
The Resource Use Group (RUG) is part of this process, and provides the foundation on which individual citizen care plans are formulated. The MDS appraisal form is completed for all residents in a certified nursing home, regardless of payment source for individual residents. Assessment of MDS is required for residents upon admission to nursing facilities and then periodically, within specific guidelines and time frames. In most cases, participants in the assessment process are licensed health care professionals, usually Registered Nurses, employed by a nursing home. MDS information is electronically transmitted by nursing homes to MDS databases in their respective states. MDS information from state databases is captured into a national MDS database at Medicare and Medicaid Service Centers (CMS).
