Gouverneur's Health (formerly Gouverneur Hospital) is a state-owned health facility affiliated with the Faculty of Medicine of New York University. Located at 227 Madison Street in Lower Manhattan. The facility offers comprehensive healthcare services, including outpatient care, specialty, and skilled care. It mainly caters to Manhattan, Brooklyn and Queens residents.
Gouverneur Health consists of The Residence at Gouverneur Court, a skilled nursing home with 295 beds; and the Community Health and Fitness Center, the largest ambulance care center in New York State. It originally opened in 1885, and moved to its current location in 1972. A multi-year modernization project was completed in 2014, expanding the facility dramatically. This facility is a member of New York City Health and Hospitals Corporation.

Gouverneur Health is Medicare and Medicaid certified, and has a 295-bed nursing facility with 24-hour treatment. It is one of the largest institutions in Lower Manhattan, and the largest ambulance care center in New York State. It serves about 50,000 patients per year, mostly Hispanic and New York Chinese. It also provides interpreting services for non-English speakers and immigrants.
The modernization project completed in 2014 creates a 450,000 square foot health care center; and 85 new nursing homes (totaled to 295) for The Residence at Gouverneur Court, a modern care facility skilled with rehabilitative medicines, long-term care, wound management, and hospital services. It is affiliated with the NYU Rusk Institute of Rehabilitative Medicine.
Renovation of the Community Health and Wellness Center, an ambulatory care pavilion serving over 345,000 outpatient visits per year, including the newly refurbished 30,000 square foot Women and Children Center; new digital radiology center; pharmacy in place; and laboratory services. Specialized services include prenatal care, rehabilitation, and a new 16-seat dental suite. The building is glass and steel, wrapped in red brick, open and inviting with lots of natural light.
Since the mid-1970s, Gouverneur has had academic affiliations with the Faculty of Medicine of New York University. Since 1991, Gouverneur has been an outpatient and teaching center for NYU's Internal Care Nursing Internal Program. Gouverneur also has three public health centers under 14th Street in Manhattan, and offers medical and dental cars to bring direct assistance to those who have difficulty accessing services.

History
In the early years (1885-1958)
Gouverneur Hospital opened in 1885, in a three-story building in Manhattan Financial District. It was New York City's 19th city hospital, serving the Lower East Side, an environment that at that time developed with European immigration. It was the first public hospital in the United States to set up a tuberculosis clinic, and the first to employ a female ambulance surgeon, Dr. Emily Dunning Barringer. When the hospital opened in 1885, its primary purpose was to treat cases of accidents. Every patient who needs to stay is sent to the nearest Bellevue Hospital. This soon changed - about two years after it opened, the hospital had 40 beds in use. An 1894 article in the New York Times states that Gouverneur has no resources or space to serve a well-developed community.
On May 12, 1897, construction began in a new and improved four-story hospital, with four wards and 104 beds. Gouverneur Hospital moved to a new building at 621 Water Street in 1901. The building was added to the National Register of Historic Places on October 29, 1982, and became a life-assisted residence called Gouverneur Court in 1994.
HIP's health care plan begins at Gouverneur Hospital. In 1940, Dr. George A. Baehr of Gouverneur set up a prepaid medical plan for low-income patients, who eventually evolved into HIP.
Move and modernize (1959-present)
In 1959, Gouverneur lost his accreditation, and the hospital closed about a decade later. Replaced by the new Gouverneur Hospital at 227 Madison Street, which officially opened on 21 September 1972. A 14-story hospital, 216 beds with emergency room and an outpatient clinic, the new building serves Little Italy, Chinatown and Lower East. Professional services at Gouverneur were originally provided by Beth Israel Hospital, via New York City Health and Hospitals Corporation (HHC). HHC took over the municipal system in 1970, and Gouverneur was the first new institution opened by HHC.
Beginning on September 22, 2008, a four-year, $ 180 million four-year modernization project commenced at 227 Madison Street. New buildings and reconditioned added, expanded primary care and prevention services by 15%. The modernization project is completed in 2014, creating a thirteen-story high building, with a new eight-story tower to serve as a nursing home.
